Just how Richard avoided zoning laws, we'll never know, especially with a liquor license for the award-winning Margaritas. The vegetarian green chile, which Richard swears is as addictive as heroin, is also an award winner. This is definitive southwestern cuisine, and not to be confused with Mexican grub, where the blue corn tortillas make all the difference.
